RFP: Election Services Provider

The Cowlitz Indian Tribe is soliciting proposals under RFP26.10.003 for a qualified Election Services Provider to manage fair, secure, and transparent Tribal elections and floor motions. The selected provider will collaborate with the Tribal Election Board and Tribal Council to oversee the entire electoral process, including voter registration, ballot distribution, and the certification of results, ensuring all activities comply with the Tribe's Constitution, Election Ordinance, and Tribal Election Code. Key deliverables include the provision of certified election results, weekly reports on undeliverable ballots, and the management of both in-person polling locations and electronic voting platforms that offer end-to-end auditability. The contract is expected to span a one-year period, starting no later than 30 days from the date of award, with the possibility of extensions based on performance and funding. Proposals must be submitted in PDF format by November 16, 2026, and must include a detailed cost proposal with bundled and break-out costs, a portfolio of experience with Indigenous communities, and at least five professional references. Evaluation will be based on cost-effectiveness, proposal quality, and the experience of the provider and any subcontractors. Notably, the Cowlitz Indian Tribe maintains its sovereign immunity, and the selected consultant must execute a Non-Disclosure and Confidentiality Agreement, as all produced data and materials remain the property of the Tribe. Payments will be made on net 30-day terms following the submission of monthly invoices.
