The Canada School of Public Service is soliciting bids for the purchase, delivery, and installation of height-adjustable work surfaces, privacy panels, and monitor arms at its De La Salle Campus in Ottawa, Ontario, with all deliverables required to be completed by October 30, 2026. This procurement, identified by solicitation number CSPS-RFP-26IP-0537, is issued under the Public Works and Government Services Canada Supply Arrangement E60PQ-140003/D and falls under Product Category 2 – Work Surface Products and Product Category 5 – Ancillary Products. The requirement is set aside under the federal government’s Procurement Strategy for Indigenous Business and is exempt from international trade agreements, including the Canadian Free Trade Agreement, due to this set-aside provision. While the solicitation is primarily targeted at existing Supply Arrangement holders within the PSIB stream, new suppliers may also respond provided they simultaneously initiate the qualification process for the Supply Arrangement, though Canada is not obligated to delay award pending SA issuance. The technical specifications are detailed and stringent, requiring monitor arms to support dual 24" to 27" monitors with grommet mount attachment and a minimum load capacity of 6.6 lbs per arm, while privacy panels must be installed on all three sides of 30" x 60" workstations with specific height and width dimensions matching existing installations at the facility. All offers must be submitted in three separate sections—technical, financial, and administrative forms including the Offer Submission and Offeror Declaration Forms—and must be delivered via email to the designated receiving unit by the deadline of August 5, 2026, at 2:00 PM local time. Evaluation will be conducted under a Lowest Evaluated Price with Mandatory Technical Criteria model, where only compliant bids meeting all mandatory technical requirements will be considered, and award will be based solely on the lowest price among those compliant offers. Deliveries must be made Duty Paid (DDP) under Incoterms 2020 to the specified location, and installation includes unpacking, assembling, placing in designated areas per project instructions, and full removal and disposal of all packaging and debris. The contract incorporates strict compliance requirements including adherence to the Conflict of Interest Act, the Values and Ethics Code for the Public Service, the Federal Contractor’s Program for Employment Equity, and prohibitions against human trafficking and forced labor, with termination for default permissible if these are violated.
