The Government of Canada encourages Canadians to open a Registered Education Savings Plan (RESP) at a financial organization to save for a child's post-secondary education by offering education savings benefits, specifically the Canada Education Savings Grant (CESG) and the Canada Learning Bond (CLB). These benefits are administered by the Canada Education Savings Program (CESP), at Employment and Social Development Canada (ESDC). Through this Request for Proposals (RFP), ESDC is seeking to establish a contract with a service provider to deliver the CLB automatic enrolment service, as announced in Budget 2024. The Contractor will provide and maintain the required IT infrastructure and client support for this service. The contract duration is 10 years. This procurement is not subject to the international trade agreements under the provision each has with respect to financial services. There are UNIQUE security requirements associated with this requirement.
