RFP Urban Forest Plan

The District of Sechelt is soliciting proposals under RFP 2026-05 for consulting services to develop a comprehensive Urban Forest Plan to replace the 2010 version. The project aims to establish a community-supported framework to enhance biodiversity, increase canopy cover, and improve climate resilience while integrating community and shíshálh Nation values. The scope of work includes a background assessment of regulatory frameworks, GIS analysis to determine planting targets, a public engagement process, and the creation of an implementation action plan with a monitoring system. The final deliverables include a professionally designed, accessible PDF report due by the end of April 2028, followed by a formal staff handover and a presentation to Council by the end of May 2028. The contract has a project budget of 62,076 dollars and a term of 18 months. Proposals are due by October 26, 2026, via the bids&tenders electronic platform. Evaluation is based on methodology, team qualifications, public engagement approach, workplan, cost, project understanding, and value added, with any bids exceeding the budget deemed noncompliant. Selected consultants must provide at least one in-person visit to Sechelt, maintain key personnel, and add the District as an additional insured on their liability policy. Payments are processed monthly within 30 days of receipt of invoices that include a breakdown of staff effort. The agreement is governed by the laws of British Columbia.
