The contract issued by the California Air Resources Board (CARB) seeks bids for a Portable Emissions Measurement System (PEMS) and related accessories to support the measurement of exhaust emissions from off-road and non-road equipment, including construction machinery, agricultural equipment, locomotives, and cranes. This system, which includes gas analyzers, particulate matter (PM) sensors, and system controllers, is critical for conducting emissions testing under normal operating conditions to ensure compliance with California and federal regulations such as CCR Title 13 and CFR Title 40. The acquisition of this system is essential for the Office of Research, Planning, and Evaluation in Mobile Sources (ORPEMS) staff to perform timely emissions testing and provide necessary data for regulatory compliance, surveillance, inventory, and research programs. The solicitation, identified as RFQ #2025059 and released on December 5, 2025, specifies requirements including delivery within 45 working days under FOB destination terms. The RFQ outlines comprehensive submission instructions, deadlines, and contract provisions, and includes multiple attachments such as a statement of work and certification requirements. Responses to inquiries will be handled through formal addenda. Failure to procure the PEMS system will hinder regulatory staff’s ability to conduct crucial off-road emissions testing, directly impacting CARB’s enforcement and research capabilities related to air quality standards in California.
