RFQ 484-090826 Government Estimator Contract Services (State Funded)

The Georgia Department of Transportation is soliciting Statements of Qualifications for two statewide On-Call Indefinite Delivery, Indefinite Quantity contracts to provide Government Estimator Contract Services, funded entirely by state resources. Each contract will have a minimum value of $25,000 and a maximum cap of $10,000,000, with performance spanning up to five years. Proposals must be submitted electronically by September 8, 2026, via the Georgia Procurement Registry portal, following strict formatting guidelines including PDF-only submissions with specific naming conventions, portrait orientation, and page limits for each section. The evaluation process is structured in two phases, with Phase I accounting for 60% of the total score and Phase II for 40%, and award will be determined using a best-value approach based on weighted factors including 30% for project management personnel qualifications, 40% for technical approach, 20% for additional resources and challenge mitigation, and 10% for prime consultant experience and past performance on similar GDOT projects. All responders must be prequalified by GDOT in all required Area Classes listed in the Exhibits, and prime consultants must submit notarized certifications including the Georgia Security and Immigration Compliance Act Affidavit and a compliance certification form. Subcontractors and prime consultants are subject to strict exclusivity requirements: any prime consultant or their direct subconsultants awarded a contract are permanently barred from competing on any Design-Bid-Build project for which they provided estimator services during the life of the contract, unless explicitly released by GDOT. All firms must maintain an accounting system compliant with 48 CFR Part 31, with non-profits also adhering to OMB Circular A-122, and must cap indirect cost rates at 150%. Contractors must also comply with GDOT Policy 3A-17, prohibiting former GDOT employees from working on contracts they previously administered for one year after leaving state service, and require annual reporting to the Chief Procurement Officer of all such employees and their contract responsibilities. The scope of work involves transitioning projects from Preliminary Engineering funding authorization into preliminary design by establishing project scope, schedule, and budget through activities such as site visits, environmental assessments, scheduling coordination, utility and property impact analysis, procurement support, and communication with local agencies. Payment methods may be negotiated post-award as lump sum, cost plus fixed fee, cost per unit, or specific rate, and deliverables must meet strict
