RFQ Removal of Blighted Structures

The City of Syracuse, through the Neighborhood and Business Development agency, is soliciting proposals for the removal of blighted structures, typically involving 20 to 25 court-ordered or emergency demolitions annually. Projects must be executed according to City specifications, with asbestos removal performed by a licensed New York State contractor in compliance with NYSDOL Code Rule 56. Contractors must be capable of submitting variance petitions to the NYSDOL if structures are deemed unsafe for standard asbestos removal. All projects are subject to New York State Labor Law Article 8 regarding prevailing wage rates and the City of Syracuse Minority and Women Business Enterprise Participation Program. To obtain necessary demolition and deconstruction permits, contractors must provide an asbestos survey, abatement certificates or variance applications, a health certificate from Onondaga County verifying vermin elimination, and proof of workers' compensation insurance. Liability insurance requirements include a minimum of 3 million dollars in contractors liability insurance, with the City of Syracuse listed as a primary and non-contributory additional insured. For commercial buildings or residential units with five or more dwellings, approval from the City Zoning Office is required. The engagement is structured as a professional services agreement where work is performed on an as-needed basis via individual work orders with agreed-upon not-to-exceed amounts. Payments are issued monthly based on services performed, subject to a 5 percent retainage held until final approval by the City Engineer. Contractors must maintain general and professional liability insurance of at least 1 million dollars each, with policies remaining in effect for three years following final project acceptance. The City maintains audit rights over contractor records for three years post-termination.
