RFQ - Sunflower Road Shared-Use Path Missing Link Professional Engineering Services

Introduction & Purpose
The City of De Soto is requesting Statements of Qualifications (SOQs) from qualified civil engineering firms to provide professional engineering, project management, and owner's representative services for the Sunflower Road Shared-Use Path Missing Link project. The project consists of approximately 0.5 miles (2,610 feet) of 10-foot-wide asphalt shared-use path along the east side of Sunflower Road from 91st Street north to 87th Street.
The project has been selected to receive federal funding through the Kansas Department of Transportation (KDOT) Transportation Alternatives Program. Construction plans for this segment have previously been developed. The City is seeking a consultant to review and advance the existing design through KDOT project development, final approval, bidding/letting, and construction.
Project Timeline
The City intends to move the project forward as efficiently as possible while maintaining the currently anticipated KDOT letting and construction schedule. Because the project has previously been designed, the selected consultant will begin with the existing plans and supporting information and work with the City and KDOT to identify opportunities to expedite project review and approval.

Consultant Selection Timeline
The City intends to complete the consultant selection and contract negotiation process in time for consideration by the City Council at its first meeting in November. The proposed schedule is as follows:

Evaluation Committee Review: October 5–9, 2026
Interviews, if necessary: October 12–16, 2026
Preferred Firm Selected: October 16, 2026
Scope and Fee Negotiations: October 19–28, 2026
City Council Contract Award: November 5, 2026
Notice to Proceed: Following City Council approval and satisfaction of applicable KDOT requirements
