The United States Army Corps of Engineers (USACE) Engineering Research and Development Center - Construction Engineering Research Laboratory (ERDC-CERL) in Champaign, IL has a requirement for visual tools for the Robotics and Autonomous Systems (RAS) program to demonstrate the operational concept of the on-going development of robotic activities. The work includes graphic modeling of the robotic equipment, military transport equipment, a woodland environment, and obstacles that the robots might encounter in that environment. The models must then be brought together in a 3 minute video to demonstrate the overall concept of the RAS program. Market research has found that Shatterglass Studios has the experience with preparing animation files on the same brands of robotic machinery used by the RAS program starting from a 2D CAD files. If a vendor without such experience was used the animations would have to be created from scratch, which on average can take several months. There is a tight schedule to maintain under this project with a first draft of the video product needed in mid- July for presentations to ERDC management. In addition Shatterglass being the region's award-winning premiere organization, they are the only vendor local to CERL. It is not possible to coordinate this work without face-to-face interaction. In-person meetings must be conducted so the person creating the animation files can see how the robots move. Based on their past experience and proximity to CERL Shatterglass Studios is considered to be the only contractor able to meet the required schedule of this contract. ERDC-CERL intends to award a purchase order on a sole source basis to Shatterglass Studios in accordance with FAR 13.106-1(b)(1). The associated North American Industry Classification System (NAICS) code is 512110 which has a size standard of $32,500,000.00. This is not a small business set aside.
