ROOFING CONTRACTOR SERVICES

The County of Shasta, through its Department of Support Services, Purchasing Division, is seeking qualified roofing contractors to provide services on an as-needed basis under Solicitation Number 27-01, with responses due by August 11, 2026. Contractors must be capable of performing all aspects of roofing work including installation, repair, removal, maintenance, and emergency response for all types of roofing systems, waterproofing, and drainage infrastructure, with emergency services required within one hour of notification and on-site arrival within three hours. Each individual project is capped at $75,000 and may not be subdivided to circumvent this limit, and all costs—including labor, materials, travel, and overhead—must be encompassed within this amount. Compliance with California contractor licensing requirements (Class B and C-39), prevailing wage laws, workers’ compensation statutes, and minimum insurance coverage of $2 million general liability and 100% Builder’s Risk insurance is mandatory. Work must adhere to state and local codes, and the contractor shall furnish all labor, equipment, tools, and materials. Performance obligations extend to providing detailed inspection reports, cost estimates, and corrective work, with final acceptance occurring at the County’s facilities under F.O.B. Destination terms. Contractors must obtain a valid fingerprint clearance card, are prohibited from having registered sex offenders on-site during school hours, and cannot bring weapons onto county property. All work must be performed within the United States, and substitution of key personnel requires prior written approval and replacement with equally qualified individuals. The contract will be awarded through a best-value trade-off process, evaluating factors such as price, experience, staffing levels, warranty, and professional licensing, not solely on lowest cost. The contract may be extended month-to-month as needed and could be renewed for up to four additional years. Proposals must be submitted electronically via the OpenGov portal by the deadline, with no submissions accepted via email, fax, or mail. Payment will be issued net 30 days from invoice receipt, and invoices must include purchase order and bid numbers, itemized costs, and separate tax line items. No formal FAR clauses are incorporated, and the procurement follows internal county procedures with no specified contract type such as IDIQ or FFP.
