AI Contract Overview
The City of Lawrenceville is seeking qualified consultants to provide on-demand plan review services for land disturbance permitting under an annual contract with up to four renewal options. Proposals must be submitted in sealed envelopes labeled with the solicitation number PE-66751-NONST-2026-000000089 and delivered to the Lawrenceville City Hall Finance Office Front Desk by 2:00 P.M. local time on Thursday, May 28, 2026. Submission requirements include one unbound original, three bound copies, and one PDF electronic copy of the technical proposal, with the fee schedule submitted separately in a sealed container. The contract will support the Planning and Development Department by delivering timely, high-quality reviews of land disturbing activity permit applications, ensuring compliance with state and local regulations including the Gwinnett County Stormwater Management Manual, Georgia EPD requirements, MS4 Permit, and city ordinances related to erosion control, stream buffers, and floodplain management. Review turnaround must occur within five to ten business days for initial submissions, with follow-up responses required within one to two business days, and performance will be measured by quality metrics such as no more than ten percent third-cycle reviews and at least a ninety-five percent audit pass rate. Evaluation of proposals will be based on a trade-off approach, with the highest-scoring offeror selected based on five weighted factors: understanding of the City’s needs (25 points), relevant experience (25 points), staff qualifications (20 points), demonstrated ability to deliver quality work on schedule and within budget (20 points), and optional interview performance (20 points); the fee schedule accounts for only ten points and is not the determinative factor. Award will be made to the technically superior proposal offering the best value, with cost serving as a tiebreaker in the event of equal scores. Mandatory requirements include certification of independent proposal preparation, and compliance with Georgia law requiring enrollment in the E-Verify system, with failure to maintain enrollment constituting a material breach. Contractors must maintain general liability insurance with minimum limits of $1 million per occurrence and $2 million aggregate, issued by carriers rated A.M. Best A-5 or higher, and name the City as an additional insured with waived subrogation rights. The contract is governed by Georgia law, payments are due net thirty days, and the City reserves the right to terminate for convenience with payment for services rendered. All work must be performed in Lawrenceville, Georgia, and proposals must be submitted
