AI Contract Overview

The contract concerns the Government's intention to privatize the natural gas distribution utility system at Naval Station Everett, Waterfront Complex in Everett, Washington. Initially, a competitive Request for Proposal (RFP) was issued in September 2002, with proposals due by March 2003, but no responses were received. Following Department of Defense guidance for privatizing defense utility systems, the Government reached out to the local utility provider, Puget Sound Energy, to negotiate a sole source acquisition. This privatization effort involves conveying the utility system to Puget Sound Energy and awarding a long-term, firm fixed-price contract for utility services. Since no competitive offers were received, the procurement will proceed as a non-competitive sole source negotiation under 10 U.S.C. 2304(c) and the Federal Acquisition Regulation 6.302-1, which allows for sole source awards when only one responsible source is available. The notice invites any other interested parties to express interest within 30 days, although the Government does not intend to award a contract based solely on such responses; rather, the information gathered will determine if any qualified alternative source exists. If no viable alternatives are identified, Puget Sound Energy will be considered the only practical provider eligible for this privatization agreement. Responses and inquiries are to be directed to the Engineering Field Activity Northwest office, specifically to Contracting Officer Patrick Donnelly.

Full Description

Notice of intent to privatize the natural gas distribution utility system at Naval Station Everett, Waterfront Complex, Everett, Washington pursuant to 10 U.S.C. 2688, as a sole source procurement with the local utility provider, Puget Sound Energy. The Government's intent is to convey the utility system and award a long-term firm fixed price utility services contract. On 27 Sep 2002, a Request for Proposal, N44255-01-R-8003, was issued as a competitive procurement to privatize this system. Proposals were due on 31 Mar 2003. No proposals were received in response to Request for Proposal, N44255-01-R-8003. In accordance with Department of Defense Guidance for Privatizing Defense Utility Systems issued on 09 Oct 2002, the local utility provider, Puget Sound Energy, was contacted to determine if Puget Sound Energy would be interested in entering into an agreement with the Navy to privatize the natural gas distribution system at Naval Station Everett, Waterfront Complex, Everett, Washington. As this procurement will now be a non-competitive action, this sole source negotiation will be accomplished under the authority of 10 U.S.C. 2304(c) and Federal Acquisition Regulation 6.302-1, which allows for the use of other than competitive source selection procedures when only one responsible source and no other supplies or services will satisfy agency requirements. This notice is to provide any other parties an opportunity to indicate an interest in the privatization of this utility system. All responses must be received within thirty (30) days from the date of publication of this notice. All information shall be furnished at no cost or obligation to the Government. No contract will be awarded on the basis of information received in response to this notice, but will be used to determine if a qualified comparable source is available and more advantageous to the Government in a future procurement. If no acceptable interest is received, the Navy shall conclude that the only entity that can, as a practical matter, enter into an agreement to privatize the natural gas distribution system at Naval Station Everett, Waterfront Complex, Everett, Washington, is Puget Sound Energy. Responses to this notice as well as any questions should be directed to: Engineering Field Activity Northwest (EFANW), Attention Patrick Donnelly, Contracting Officer, 19917 7th Avenue NE, Poulsbo, WA 98370-7570. Phone +1 (555) 000-0000, FAX +1 (555) 000-0000.

SUNY Schenectady Natural Gas Supply Services
Solicitation # 2140092
SUNY Schenectady is soliciting quotes through RFQ 2026-07 for the provision of fixed-price natural gas supply services. The college is seeking qualified suppliers and brokers to provide all-inclusive pricing on a per-therm basis for either a three-year or five-year contract term, with a projected start date of February 1, 2027. All accounts are located within NYISO Zone F in the National Grid/NIMO territory. The college prefers a dual billing arrangement where National Grid handles delivery billing and the selected supplier invoices separately for supply charges on Net 30 terms. No separate broker fees are permitted, as all compensation must be embedded in the per-therm rate. This procurement is conducted as a competitive sealed bid for a commodity purchase, and the contract will be awarded to the lowest responsive and responsible bidder. Bidders are not required to submit a technical proposal but must provide a cost bid in a separate sealed envelope along with several mandatory certifications, including conflict of interest disclosures, non-collusive bidding certifications, and evidence of authorization to supply natural gas in New York State. The deadline for bid submissions is November 19, 2026, at 2:00 PM. Successful bidders must maintain industry-standard insurance and ensure all assigned staff execute non-disclosure agreements.

Shipyard Infrastructure Optimization Program Multi-Mission Dry Dock, Multiple Award Construction Contract
Solicitation # N4425526R0005
The Naval Facilities Engineering Systems Command (NAVFAC) is soliciting an Indefinite-Delivery Indefinite-Quantity (IDIQ) Multiple Award Construction Contract (MACC) to support the Shipyard Infrastructure Optimization Program (SIOP) Multi-Mission Dry Dock (MMDD). Located primarily at the Puget Sound Naval Shipyard and Intermediate Maintenance Facility in Bremerton, Washington, the scope includes heavy and civil engineering waterfront facilities as well as commercial and institutional construction using design-build and design-bid-build methodologies. The contract has a maximum aggregate estimated value of 15 billion dollars over a potential 10-year period, consisting of a five-year base and one five-year option. Major task orders are expected to range from 2 billion to 6 billion dollars, though smaller orders for Early Contractor Involvement and Alternative Technical Concepts may be issued. Each MACC holder is guaranteed a minimum of 1 million dollars. Award will be determined via a Best Value Trade-off process where non-price technical factors are more important than price. Evaluation factors include technical approach, experience, safety, and an Alternative Technical Concepts management plan, with past performance serving as the most heavily weighted factor. Offerors must demonstrate significant financial capacity, including a single project bonding capacity of at least 1 billion dollars and an aggregate capacity of 3 billion dollars. The solicitation is unrestricted, but large businesses must provide an acceptable small business subcontracting plan. Compliance requirements include NIST SP 800-171 cybersecurity assessments, Davis-Bacon wage determinations, and Buy America terms and conditions for individual task orders.
