The Federal Bureau of Investigation has completed a streamlined competitive sourcing study under the ANA-76 study, evaluating the custodial services function, which encompasses cleaning, work orders, guide, and flag services previously performed by FBI full-time custodial employees. Conducted in accordance with the Office of Management and Budget Circular A-76 (revised 2003), this study was completed on August 13, 2006, within the targeted timeframe for such streamlined competitions. The decision reached is to retain custodial services in-house, with performance carried out by the Government More Efficient Organization full-time employees as per the agency tender offer. Following certification of the Streamlined Competition Form on August 8, 2006, the Contracting Officer affirmed that the decision was cost-effective. Consequently, a Letter of Obligation will be executed to formalize this in-house performance for a maximum period of five years. It is important to note that according to OMB Circular A-76, challenges or contests against streamlined competition results are not permitted. The office overseeing this process is part of the Department of Justice, located in Washington, DC, with Sharon K. Starkey serving as the Contracting Officer and primary point of contact.
