The Department of Veterans Affairs through Network Contracting Office 8 is conducting market research to identify qualified commercial sources capable of providing laundry and linen services for the Orlando VA Fisher House. The contractor must handle all linens separately from VA patient-care items, processing them to hospitality-grade standards in a facility compliant with federal, state, and local sanitation requirements. Services include twice-weekly pickups and deliveries, emergency 24-hour response, washing, drying, stain removal, folding, sealed packaging, and labeling of linens, with delivery occurring exclusively at the Fisher House located at 13800 Veterans Way, Orlando, FL 32827. All linens must be delivered completely dry, odor-free, stain-free, and free of lint or residue, with zero tolerance for commingling with healthcare or industrial textiles. The contractor must submit a detailed capability statement including their UEI, business size, NAICS code 812331, socio-economic status such as SDVOSB, VOSB, 8(a), HUBZone, or small business certification, past performance examples, and GSA contract number if applicable. A phase-out plan and a contingency plan with a verified backup facility capable of 24-hour operation are mandatory. Monthly reporting on pounds processed, damaged linens, incidents, and delays is required, along with timely invoicing that includes service dates, quantities, and pricing. The Government will not reimburse any costs associated with responding to this notice, and submissions must be emailed by May 12, 2026, at 4:00 PM EST to Victoria Robles with the exact subject line specified. This is not a solicitation or commitment to award a contract but a planning tool under FAR Part 10 to determine market capability, with no formal evaluation factors or weights provided at this stage. The eventual contract, if awarded, will likely include a one-year base period with up to four annual options, and the award method is anticipated to be trade-off rather than lowest price technically acceptable due to the critical nature of quality and compliance requirements.
