AI Contract Overview
The Department of Defense, through the 7th Contracting Squadron at Dyess Air Force Base, Texas, is conducting a Sources Sought notice for a Simplified Acquisition of Base Engineering Requirements (SABER) Indefinite-Delivery, Indefinite-Quantity (IDIQ) contract. This solicitation seeks capable small businesses, including those classified under socio-economic categories such as 8(a), WOSB, VOSB, SDVOSB, and HUBZone, to perform a variety of design-build and minor construction projects at Dyess AFB. The contract is intended to be 100% set aside for small businesses with a size standard of $45 million under NAICS code 236220, Commercial and Institutional Building Construction. The SABER contract will be a firm-fixed-price IDIQ with a contemplated single award for one base year and four option years, enabling task orders primarily valued over $250,000 to be issued for maintenance, repair, and construction across multiple trades. A critical aspect of the contract is the requirement for in-house design capability or access to licensed engineers and architects for infrastructure alterations, with pricing based on RS Means unit cost data multiplied by the contractor’s competitively bid coefficient. Mandatory requirements include the ability to secure bonding up to the maximum ceiling of the contract and individual task orders, registration in the System for Award Management (SAM), and U.S. ownership of the prime contractor. The Sources Sought response must include comprehensive company information, business profile, socio-economic status with certifications, capability statement defining trade skills, relevant project experience demonstrating use of unit price book pricing, bonding capacity, and detailed answers to a Market Research Questionnaire. Submissions are to be sent electronically by May 31, 2026. Contract administration details emphasize secure handling of sensitive information under DoD directives, strict on-site security protocols, and designated key personnel requirements, including mandatory full-time superintendents for task orders. Inspection and acceptance of work will occur on-site at Dyess AFB in accordance with contract-specific quality control plans and applicable ASTM standards, with final acceptance contingent on correction of deficiencies and proper documentation. The contract imposes special conditions such as coordination with security forces for restricted activities, prohibition on duplication of government keys, and adherence to environmental and safety regulations. While no formal evaluation factors or contract ceiling is disclosed, pricing will be competitive and driven by the contractor's coefficient applied to RS Means data, supporting a likely lowest-price technically acceptable award approach.
