The Department of Commerce NOAA is pursuing a firm-fixed price indefinite-delivery/indefinite-quantity contract for the procurement of up to three 19-foot Center Console 19-86 boats and trailers. This acquisition is being conducted as a sole-source procurement under Simplified Acquisition Procedures, identifying SAFE Boats International, LLC as the only available source capable of meeting the specific technical requirements. The determination is based on the company's proprietary foam-stabilized watercraft patents and the critical need for fleet commonality with existing NOAA Hawaii operations to ensure logistical efficiency and operational safety. These specialized vessels are designed to support remote shore- and ship-based fisheries research in the Pacific Islands Region, including activities such as oceanographic instrument deployment, SCUBA operations, and marine mammal surveys. The boats must be robust enough for offshore payloads and shallow coral reef navigation while remaining compatible with NOAA Ship man-rated deck cargo cranes. Classified under NAICS code 336612, the procurement aims to integrate these vessels into the current rotation to eliminate the need for non-standardized spare parts and infrastructure.
