The Department of Homeland Security (DHS) Science and Technology Directorate, in collaboration with the Transportation Security Laboratory (TSL) and the Transportation Security Administration (TSA), is establishing a Screening System Data Sharing Consortium through a multi-party Cooperative Research and Development Agreement (CRADA). This consortium aims to bring together public and private sector entities to collect, curate, and share sensor data to support the development of concealed threat detection software. The initiative involves organizing industry day events to engage stakeholders, provide forums for discussion, and facilitate follow-up meetings, with the most recent events scheduled for February 2026 at the TSL facility in New Jersey. The effort has been progressing through a transparent process, including Requests for Information and public comment periods on the draft CRADA terms to solicit feedback before finalizing the agreement and recruiting consortium members. Important deadlines include the submission of comments by mid-June 2026. The consortium and related activities are part of DHS’s broader strategy to enhance security technology innovation and collaboration with industry partners, with coordination handled through multiple DHS offices and a dedicated point of contact for industry liaison. This initiative does not include any set-asides and is positioned as a sources-sought effort to gauge industry interest and capabilities.
