Secure Off‑Site Document Destruction Services (Ottawa, ON)

Statistics Canada is seeking a contractor to provide secure off-site shredding services for the destruction of approximately 22,000 boxes, equivalent to 190 skids, of 2021 Census of Population questionnaires and related materials classified as Protected B under the Statistics Act. The destruction is necessary to free secure storage capacity ahead of the 2026 Census materials intake, and all work must be completed by September 30, 2026. The contractor must use bonded, fully enclosed vehicles with unique serialized seals to transport skids, which must not be double-stacked, and must never leave the vehicle unattended if the contents are exposed. Destruction must occur solely at the contractor’s secure off-site facility; on-site or mobile shredding is prohibited. The contractor must hold a valid Designated Organization Screening and Document Safeguarding Capability at the PROTECTED B level from the Contract Security Program, and all personnel with access to the materials must possess a valid RELIABILITY STATUS. Electronic processing of Protected material is strictly forbidden, and subcontracting involving security requirements requires prior written approval. The contractor must maintain complete and accurate records of all costs and operations, available for audit for seven years after final payment or until all disputes are resolved. Each delivery must be accompanied by a Certificate of Destruction, and invoices must include detailed expenditure breakdowns, applicable taxes listed separately with registration numbers, and be submitted to the Finance Counter. Invoices will be paid within 30 days of receipt if compliant. The solicitation is a lowest evaluated price award process with a mandatory technical requirement: submission of a valid NAID AAA Certification or equivalent. Bidders must provide all-inclusive pricing per skid covering collection, transport, destruction, certification, return of empty skids, labor, fuel, overhead, and administrative costs, with no additional fees permitted. Canada will cover applicable taxes. Offers must be submitted in three sections—technical, financial, and required forms—by June 30, 2026 at 1:00 PM EDT to the designated email, and must remain valid for 60 days after the deadline. The contractor is solely responsible for determining and maintaining any insurance coverage, and is fully liable for all obligations regardless of disputes. Failure to meet any mandatory requirement results in non-compliance.
