Seigler Springs North

The Seigler Springs North project, identified by Major Use Permit PL-26-115/UP 21-17, is an approved cannabis cultivation operation located at 11615 and 11625 Seigler Springs North Road in Kelseyville, California. Approved by the Lake County Board of Supervisors on August 4, 2026, the project includes three A-Type 3 outdoor cultivation licenses with a total canopy of 130,680 square feet and a total cultivation area of 196,020 square feet. The site infrastructure consists of twenty-two 40 by 100 foot temporary light deprivation hoop-houses secured by a six-foot fence, two 8 by 40 foot shipping containers, a 40 by 20 foot compost area, and a 5,000-gallon fire suppression system. Additional facilities include one ADA-compliant portable restroom, a 15 by 15 foot trash enclosure, and five parking spaces, one of which is dedicated to ADA access. The project also includes a Type 13 Distributor Transport Only license for self-distribution and a Complex Grading Permit. Environmental compliance is managed under CEQA, with a Mitigated Negative Declaration confirming no significant environmental effects. Key requirements include the removal of approximately 128,000 square feet of vegetation, strictly limited to dead, dying, or diseased trees as identified by a certified forester or arborist. To mitigate habitat disturbance, the project establishes a 20-acre No Development Zone and requires the planting and protection of over 327 black oak saplings for seven years. The operation must adhere to California Public Resources Code sections 4290 and 4291 for defensible space, California Building Code Chapter 7A, and Lake County Air Quality Management District regulations. Operational mandates include maintaining Material Safety Data Sheets for all hazardous materials, storing pesticides in original labeled containers, and submitting a Site Management Plan under Order No. WQ 2019-001-DWQ for water quality compliance.
