The City of Pasadena Fire Department is soliciting bids for a comprehensive five-year contract to supply Scott self-contained breathing apparatus (SCBA) equipment, parts, and related maintenance and repair services. The procurement targets qualified and responsible bidders who can provide the specified SCBA equipment exclusively—no substitutes or alternate brands will be accepted due to safety mandates. Bidders must submit responses covering all three key areas: SCBA units, parts, and servicing, to be deemed fully responsive. The contract will operate on an as-needed order basis by designated PFD personnel, with estimated quantities based on prior usage, but without any guaranteed minimum or maximum order volumes. The bid process includes strict compliance with federal and local regulations, including certifications related to lobbying activities, labor standards per HUD requirements, and Section 3 provisions aimed at promoting employment opportunities for low-income populations. Vendors must complete City-required forms affirming non-collusion, equal opportunity employment, and licensing status. The contract’s administration incorporates federal labor provisions ensuring proper wage standards and workforce reporting on associated projects. Comprehensive technical evaluations also apply to solutions proposed, emphasizing security, data protection, and operational integrity in accordance with City standards. The City provides primary contacts for questions and clarifications and maintains a public portal for ongoing solicitation management.

The Pasadena Fire Department (PFD) is seeking bids from qualified bidders interested in providing the City with Scott self-contained breathing apparatus (SCBA) equipment, parts, and servicing and repairs. The objective of this Invitation for Bid ("IFB") solicitation is to identify the most responsive and responsible bidder to provide the City with the requested SCBA equipment and service. Bidders must bid on all three specification sections of the bid (SCBA Specifications, SCBA Parts Specifications, Maintenance and Repairs Specifications) to be considered responsive. Please note that due to safety regulations, substitute equipment or similar equipment of a different brand will not be considered for award. Bids are requested from equipment suppliers that are responsive, responsible and offer the best pricing and value. The agreement resulting from this bid will be a five-year contract subject to the terms and conditions contained within the sample contract, attached to the bid invitation. Orders will be placed throughout the term of the contract by assigned PFD personnel on an as-needed basis. The provided estimate of the amount of equipment and services that will be ordered throughout the contract term is based on previous usage. The actual quantities ordered may be greater or lower than the provided estimates. As such, the PFD makes no guarantee as to the order amount during the contract term.
