This solicitation, identified as AOCSSB26R0002 Amendment 2, issued by the Architect of the Capitol (AOC), requests proposals for Senate Food and Related Services to support the United States Senate. The contract envisions a base period beginning March 8, 2027, through December 30, 2031, with up to three additional option periods extending the service through June 30, 2040. Services are to commence after a 90-day phase-in period prior to the base period start date. The performance location will primarily include the U.S. Capitol Complex, Senate Office Buildings, and the Off-Site Delivery Center at Shepherd Parkway. Contractors must comply with detailed service standards, security requirements, labor wage determinations, and other federal and AOC-specific provisions. Proposals require electronic submission via the AOC's Kiteworks system by June 24, 2026, following instructions in Section L, with no question-and-answer period available for this extended submission opportunity. The contract mandates strict adherence to regulatory and operational clauses, including FAR provisions addressing bankruptcy, contract changes, gratuities, and cancellation under multi-year contracts, along with AOC-imposed requirements for personnel security clearances, E-Verify compliance, badge issuance and return, vehicle inspections, and delivery controls. Packaging and Marking clauses govern hazardous materials with MSDS requirements and radioactive material labeling per MIL-STD-129. Proposals will be evaluated using a best-value trade-off approach considering non-price factors (such as technical approach, management, past performance, and other criteria) along with price; non-price factors collectively outweigh cost in importance. Award decisions are made without discussions unless necessary. Contract administration includes electronic invoicing through the Internet Payment Platform, with designated points of contact in the AOC Acquisition Office guiding contractor relations. Special contract terms also exempt the contractor from sales and excise taxes on food services and limit personnel substitution during the initial contract term, ensuring continuity and maintaining service quality. Key deliverables are referenced through attachments specifying service standards, menu requirements, and venue protocols, supporting the comprehensive provision of food services tailored for Senate operations.
