The U.S. Department of Commerce/NOAA intends to award a sole-source, firm-fixed price purchase order or task order to Siemens Industry Inc. for comprehensive maintenance of the Siemens Desigo CC HVAC Building Automation System and Energy Management Control System at the NOAA Mississippi Laboratory in Pascagoula, Mississippi. The contract will cover onsite targeted maintenance, remote diagnostics, software subscriptions, and cloud-based monitoring through the Building X platform. The action is being conducted without competition under FAR 12.102(a) and 41 U.S.C. 1901 due to the proprietary nature of the TEC P2 communications protocol used in the facility’s air-side controls, which only Siemens technicians are trained to support, configure, and troubleshoot using specialized tools and documentation unavailable in the open market. The NAICS code for this acquisition is 561210, and the anticipated award date is July 2026. Interested parties may submit substantiating documentation prior to the July 17, 2026 deadline to evaluate potential competition, but the government retains full discretion to proceed as a sole source. All communications must be in writing and directed to Jenna Taulman, Contracting Officer, at jenna.taulman@noaa.gov.
