The Naval Surface Warfare Center Panama City Division is soliciting quotes for the fabrication of four Pillar Stern Planes and four Mount Stability Fins for the MK 11 SDV System, under solicitation N61331-26-Q-KS38, which has been amended to reflect full and open competition despite its initial designation as a total small business set-aside. The contract requires full compliance with Teledyne Brown Engineering Drawings 8600006 Rev A and 8600016, and access to these drawings must be requested through SAM, including the offeror’s Cage Code. The contract incorporates numerous FAR and DFARS clauses governing executive compensation reporting, SAM maintenance, cybersecurity safeguards, counterfeit part avoidance, transportation by sea, and prohibition of contracting with certain entities, including Kaspersky Lab and inverted domestic corporations. Required representations include compliance with Buy American Act, combatting human trafficking, DEI non-discrimination, and prohibitions on Iran-related activities. The contractor must provide a monthly status report and Certificate of Compliance per CDRL requirements, deliver all items within 30 days of award to Panama City Beach, Florida, and comply with strict information protection standards for unclassified but controlled data, including secure document destruction. FOB terms are either origin or destination, and all receiving reports and payment requests must be submitted electronically via WAWF with a mandatory email notification to the Contracting Officer and Contract Specialist on the same date of submission—failure to comply will result in no payment. The solicitation also mandates separate non-disclosure agreements with any third-party file management contractors and prohibits the use of external IT services unless they meet equivalent security standards.
