The Department of the Navy’s Space and Naval Warfare Systems Center Pacific intends to modify its existing Indefinite Delivery/Indefinite Quantity (IDIQ) contract with Harris Corporation to increase the available funds for additional services supporting the Soldier Radio Waveform (SRW) software. This contract modification will allow Harris Corporation to continue providing critical software maintenance, technical support, upgrades, and enhancements until a follow-on contract is awarded. The contract’s ordering period of sixty months will remain unchanged, and the work continues under the oversight of the Product Manager, Tactical Radio, part of the U.S. Army’s Program Executive Office for Command, Control, Communications-Tactical (PEO C3T). The acquisition strategy is sole-source, justified under the authority that Harris Corporation is the only responsible source capable of fulfilling these requirements. The contract involves multiple types of cost-based fee structures, including Cost-Plus-Fixed-Fee, Cost-Plus-Incentive-Fee, and cost reimbursement without fee. Although this notice is not a solicitation for proposals, other firms may express interest and demonstrate their ability to perform these services without compromising quality or reliability. The anticipated award date for this contract modification was no later than September 10, 2016, with the primary location for the work coordinated through the Department of Defense’s office in San Diego, California.
