This solicitation, numbered 75H70726Q00056, is a combined synopsis and request for quotation issued under FAR Part 12 for the provision of a Radiological Technologist/Laboratory Assistant to support operations at the Jicarilla Service Unit in Dulce, New Mexico. The acquisition is structured as a total Indian Small Business Economic Enterprise (ISBEE) set-aside under the Buy Indian Act, with offers first evaluated from entities that are both certified Indian Economic Enterprises and small business concerns; if insufficient qualified offers are received, the solicitation will cascade to all other small business concerns, with non-small businesses ineligible. The contract is a firm-fixed-price arrangement, encompassing a base year plus four optional one-year periods, extending potential performance through 2031, with pricing to be submitted via a government-provided format and remaining valid for at least 90 days. All work must be performed on-site at the specified location, and the contractor is required to provide fully credentialed personnel with current ARRT certification, state licensure, and BLS or ACLS credentials, in compliance with IHS policies, HIPAA, Privacy Act, FISMA, and NIST standards. Proposal submissions must be organized into three volumes—Technical Capability and Staffing Approach, Past Performance, and Price—and emailed to raelynn.ray@ihs.gov no later than 5:30 PM MST on May 13, 2026, with questions due by May 6, 2026. The Government will evaluate offers on a best-value tradeoff basis, placing significantly greater weight on technical capability and past performance than on price, meaning higher-priced proposals may be selected if they demonstrate superior qualifications, staffing plans, and proven success in tribal or federal healthcare settings. Required representations include certification as an ISBEE or small business via SAM.gov and submission of the IHS IEE Representation Form, along with a valid Unique Entity Identifier. Contractors must ensure all personnel complete mandatory training on child protection, trauma-informed care, and information security, undergo NACI background investigations, and obtain government-issued identification badges. Payment is required to be processed electronically through the Treasury’s Invoice Processing Platform, and invoices must include the UEI. The contract incorporates numerous FAR and HHSAR clauses on contract terms, payment, disputes, data security, and anti-lobbying, and all deliverables, including data and equipment, become Government property upon performance
