Sonoma-Marin Area Rail Transit Todd Road Operations and Maintenance Facility

The Sonoma-Marin Area Rail Transit District is executing the SMART Non-Motorized Pathway Project Segment 8 in Novato, California, under Lake and Streambed Alteration Agreement EPIMS-MAN-47289-R3. This project involves the construction of a 0.42-mile paved non-motorized pathway along the SMART railroad, featuring a 10-foot wide asphalt path with 2-foot rock aggregate shoulders and portland cement near Hanna Ranch Road. Key infrastructure includes the installation of a 185-foot by 15-foot prefabricated steel truss bridge to clear span over Hanna Pond and the extension of an existing culvert to maintain stormwater conveyance. The project requires the removal of one white oak and one blue gum eucalyptus tree, as well as the trimming of one black oak. Environmental impacts include 0.021 acres of temporary impacts for access and vegetation trimming, and 0.069 acres of permanent impacts to wetland, on-stream pond, and riparian habitats, with 0.056 acres specifically affecting freshwater marsh and on-stream ponds. The California Department of Fish and Wildlife approved the project on July 13, 2026, determining that it will not have a significant environmental effect, provided that specified mitigation measures and monitoring plans are implemented. This effort is part of broader regional transit improvements, which include the Healdsburg Extension Project involving approximately 9 miles of rail extension and associated multimodal infrastructure.
