  1.  INTRODUCTION

The Naval Air Systems Command (NAVAIR), Commander, Fleet Readiness Centers (COMFRC), Patuxent River, Maryland, has a requirement and intends to procure annual Anark Software licenses, maintenance, and support services for the Aviation Product Lifecycle Management (AvPLM) Digital Thread User Program spanning COMFRC user sites.  In addition to maintenance and support services for software, the Government requires an option to procure enhanced support services, to support NAVAIR with configuring the Anark Publish software for Computer-Aided-Design (CAD) tools, as well as supporting and extending the Anark Publish software with AvPLM.


The Government intends to solicit and negotiate with only one source under the authority of FAR 6.103-1(b), as there is only one Original Equipment Manufacturer (OEM) capable of providing this specific proprietary software, and no other supplies or services will satisfy agency requirements.

ELIGIBILITY

c.           Businesses of all sizes are encouraged to respond; however, each respondent must clearly identify their business size in their capabilities statement.


 SUBMISSION DETAILS


Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the Government not to compete this proposed action based on responses to this notice is solely within the discretion of the Government.


Although the Government intends to sole source this requirement, all responsible sources may submit a capability statement, which shall be considered by the agency if received by the response deadline.


Any vendor who believes they can meet this requirement as outlined in paragraph 3.0 must submit a brief capability statement that adheres to the following instructions:
