Opportunity Partnership Grant (OPG)
Solicitation # FY27_001-NGO
The Opportunity Partnership Grant (OPG), administered by the New Jersey Department of Labor and Workforce Development, is a competitive funding opportunity designed to provide occupational training for eligible displaced or dislocated workers. The program focuses on labor demand occupations identified by the New Jersey Workforce Development Board, aiming to place participants in full-time, year-round positions offering wages of at least $20.00 per hour. To be eligible for additional funding, grantees must ensure at least 50 percent of trainees who complete the program are placed in training-related positions. Training must consist of at least 20 hours per week and lead to an industry-valued credential or required licensure. Applications are submitted via the Intelligrants (IGX) system and are evaluated on a 100-point scale based on the quality and completeness of the executive summary, program narrative, and budget. Key financial constraints include a cap on administrative costs at 10 percent of direct costs, and a requirement that training be competitively priced with the state's Eligible Training Provider List. The application process involves three critical steps: IGX registration and a Letter of Intent both due by October 14, 2026, followed by the final application deadline on November 18, 2026. Awarded grantees operate on a prior month's cost reimbursement method, with monthly invoices and benchmark tracking forms due by the 5th of each month. Performance is measured by enrollment, mid-point retention, course completions, and job placements. Grantees must meet specific milestones, including enrolling 25 percent of contracted participants within the first three months and utilizing 30 percent of grant funds within the first six months of enrollment. Final close-out reports and invoices are required within 30 days of the last job placement benchmark.

711th HPW Mission Support Services MAC IDIQ
Solicitation # FA239626RB008
The 711th Human Performance Wing (HPW) Mission Support Services Multiple Award Contract (MAC) is an 8(a) set-aside Indefinite Delivery Indefinite Quantity (IDIQ) vehicle issued by the Air Force Research Laboratory (AFRL). The contract has an estimated maximum dollar value of $505,000,000.00 with a five-year ordering period and a six-year period of performance. The scope of work involves providing comprehensive mission support services, including personal and non-personal medical clinical support, certified laboratory services, and general management support across various locations, including Wright Patterson AFB and the Naval Medical Research Unit-Dayton. The government utilizes a threshold-based source selection process where awards are made to all responsible offerors who achieve a minimum validated score of 1,740 points on a technical capability self-scoring worksheet. Price is not evaluated at the IDIQ level; however, the government establishes binding ceilings on Other Direct Costs (ODC) burden and handling rates. Security requirements are stringent, with various task orders requiring Secret or Top Secret clearances and compliance with SCI and NISPOM standards. Following the basic IDIQ award, specific requirements will be competed via Fair Opportunity Proposal Requests (FOPRs) evaluated on technical, price, and past performance criteria. AFRL HQ AVIS Tech Refresh
Solicitation # COMBO-AFRL-RMZB-2027-0001
Solicitation COMBO-AFRL-RMZB-2027-0001 is a firm-fixed-price procurement issued by the Air Force Research Laboratory (AFRL/RMZB) for a hardware lifecycle technology refresh of the AFRL Visual Indicator System (AVIS) at Wright-Patterson AFB, Ohio. This 100% small business set-aside under NAICS 326199 requires the supply and delivery of twelve Magicard Prima 8 Duo dual-sided retransfer card printers, twelve matching inline dual-sided laminators, twelve manufacturer cleaning kits, and associated OEM consumables, including YMCK dye film, retransfer film, and tamper-evident holographic lamination film. The equipment is critical for maintaining security compliance and operational continuity for issuing credentials to personnel accessing classified research facilities, including SCIFs and SAPFs. The acquisition is strictly for supply and delivery, with no installation or configuration services required beyond the standard manufacturer warranty. Due to software interoperability and security requirements, the government has issued a brand-name justification restricting acceptable products to the Magicard Prima 8 Duo. Awards will be made based on the Lowest Price Technically Acceptable (LPTA) method, provided the offeror meets all specifications in the Minimum Requirements Document. Quotes must be submitted via email to the contract specialist by October 23, 2026, with a requested delivery date of 90 days after receipt of order.

Intent to Award Sole Source: Acoustical Society
Solicitation # IASS-AFRL-RMZB-2027-0002
The Air Force Research Laboratory Enterprise Strategies and Initiatives Contracting Division intends to award a sole source purchase order to The Acoustical Society of America (ASA) for institutional membership. This requirement, categorized under NAICS 813920, is designated as a simplified acquisition because ASA is the only organization capable of providing the necessary membership and publications to support the scientific efforts of 711 HPW/RHWS. The contract is structured for a base year with four subsequent option years, with an estimated annual cost of 15,000 dollars. Key deliverables include the integration of one primary and one alternate USAF representative for each accredited standards committee, access to the Journal of the Acoustical Society of America and other scientific publications, and the provision of training materials for standards development. Performance milestones include biannual update meetings and the dissemination and collection of ballots for voting members.
