At least one staff member must have a completed Tier-1 CNACI background check by award, with others required to initiate the process within 14 days of hire, and all personnel must undergo and maintain current OPSEC, AT Level I, and child abuse awareness training. Access to the installation requires adherence to strict security protocols including escorted movement, non-disclosure agreements, and adherence to a 40-foot building stand-off requirement, with background checks needing re-verification every five years. The resulting acquisition, if pursued, is expected to have a 12-month base period beginning August 1, 2026, with four additional one-year option periods, potentially extending performance through 2031. The Contracting Officer’s Representative will be the Family Advocacy Program Manager, and evaluation of future proposals will be based on mandatory technical qualifications with no assigned weights, suggesting a Low Price Technically Acceptable approach. All contractors must comply with DoD ethical standards, maintain continuous background checks, and ensure all staff complete required trainings in person on-installation under certified personnel.
