AI Contract Overview
The U.S. Army Corps of Engineers, New Orleans District, solicited commercial employee assistance program services under a full small business set-aside designated as NAICS code 624190, targeting confidential assessment, counseling, referral, supervisory training, and mental health education for approximately 1,200 employees. The procurement was conducted as a firm-fixed-price contract under FAR Part 12 and Part 13 using a Request for Quote format, with award to be made to the lowest priced offeror whose proposal fully complied with all requirements. Offerors were required to be registered in SAM.gov as a small business under the specified NAICS code and submit pricing for monthly and yearly totals covering a base year starting May 1, 2026, with four optional one-year extensions and a single six-month option extension, for a potential total performance period of five years. All proposals had to be submitted via email by 11:00 AM local time on April 15, 2026, with questions due by April 8, 2026, and quotes needed to remain valid for 60 days after submission. The place of performance was centered at the New Orleans District office, with services also delivered across multiple field locations including Baton Rouge, Lafayette, and Lake Charles, subject to government inspection and acceptance at those sites. The contractor was obligated to adhere to federal EAP guidelines, DOD security standards including OPSEC and information assurance training, and comply with requirements for CAC access, suspicious activity reporting, and maintaining an active EAP website with 24-hour online counseling availability. The contract included strict prohibitions against internal confidentiality agreements that could impede whistleblower reporting, required ethical conduct and conflict-of-interest disclosures, and mandated submission of monthly utilization reports and participation in the district’s drug prevention program. Despite the comprehensive scope and detailed clauses referencing security, payment, disputes, and subcontracting limitations, the solicitation was officially cancelled on April 29, 2026, with no award made.
