The National Coordination Office requires contractor support to sustain and maintain the GPS.gov website, ensuring stable operations, compliance with federal web standards, and incremental feature enhancements. The work includes routine maintenance of a Drupal-based platform, security and accessibility updates coordinated with NOAA’s Web Operations Center, and the implementation of up to three low-to-moderate complexity features to improve usability and accessibility. Contractors must adhere to federal digital standards including Section 508 and the U.S. Web Design System (USWDS), and follow a write-once-run-everywhere development approach with a single code base ensuring 95% functionality across iOS and Android devices. All code must be committed to a regularly backed-up version control system, and web servers must be hardened in alignment with FISMA Moderate security requirements. The contractor is responsible for training government staff on content management, providing user documentation, and delivering user acceptance testing reports for each enhancement. The system requires ICAM SAML 2FA authentication for administrative dashboards, and all personnel must sign non-disclosure agreements and safeguard sensitive but unclassified information in accordance with the Privacy Act and OMB M06-16 guidelines. The government retains full ownership of all custom-developed code and intellectual property.
