This Source Sought Notice (SS) SPE605-26-RFI-1019 is for information and planning purposes only and shall not be construed as a solicitation or an obligation on the part of the Defense Logistics Agency (DLA) - Energy. The purpose of this SS is to identify qualified Businesses that are interested and capable of providing for the ground fuel requirements for DLA-Energy. This SS is issued for a requirement for a DLA-Energy customer located in Tinian, Commonwealth of the Northern Mariana Islands (CMNI). The expected period of performance is December 1, 2026 – January 30, 2027.
THERE IS NO SOLICITATION AT THIS TIME. General information regarding RFIs: In accordance with FAR 15.101(c), responses to this RFI are not offers and cannot be accepted by the Government to form a binding contract. This RFI is issued solely for gathering information and planning purposes and does not constitute a solicitation for proposals. Any response to this notice will be treated as information only. DLA Energy will not provide reimbursement for costs incurred in responding to this RFI. Respondents are advised that DLA Energy is under no obligation to acknowledge receipt of the information received or provide feedback to respondents with respect to any information submitted under this RFI. Responses to this RFI do not bind DLA Energy to any further actions.

- Tinian Harbor has a shallow draft of 25 feet. Shoaling areas southeast of the northern berthing area have sounding of 17 and 20 feet. Current mudline elevations at Tinian Wharf are approximately 26 feet MLLW within Tinian Harbor, and approximately 28 feet MLLW at the Channel.

- The vendor will be required to make two deliveries: (1) 400,000 USG of JP8 in mid-Dec. 2026, and (2) 500,000 USG of JP8 in mid-Jan. 2027.
- The vendor is responsible for providing floating booms, boats, and other necessary equipment needed to contain spills during barge delivery.
- For mid-Dec. delivery, the barge/tanker is required to be in port for APPROXIMATELY FIVE (5) DAYS due to commissioning activities. Assuming the system is fully operations, the rate of fueling for 400,000 USG at 1,000 gpm receipt rate = 400 minutes (or 6.67 hours) plus time to connect/disconnect.
- For mid-Jan. delivery, the barge/tanker is required to be in port APPROXIMATELY THREE (3) DAYS for initial filling of the second cut and cover tank, pig runs 7-9, and for transferring the remainder of fuel. This will be faster than the mid-Dec. delivery, but it will not be a continuous offloading.
For purpose of compiling responses to this Source Sought Notice, the deadline is set on September 8th, 2026, 3:00PM, Fort Belvoir, Virginia Time.

- Background information of the firm and/or contractor regarding technical capability and ability to perform.
- Are you capable of supplying fuel via barge or tanker to Tinian International Airport? Are you able to supply JP8 to Tinian International Airport? What are the names and locations of your fuel supplier(s)?
- Are you a refinery?
- Has your company participated in any current or previous contracts under the Direct Delivery Ground Fuels Program? If so, were any of those contracts performed in Guam, Palau, Tinian, or surrounding areas?
