Sources Sought - PIMC - Blood Gas Analyzer

The Indian Health Service, through the Phoenix Indian Medical Center, is conducting market research to identify qualified Indian Small Business Economic Enterprises capable of providing a five-year lease for a fully automated Blood Gas Analyzer. The instrument must perform on-demand testing of arterial, venous, and pleural samples, measuring pH, PCO2, PO2, SO2, tHb, FO2Hb, FCOHb, and FMetHb with calibrations every 30 minutes and automatic quality control every eight hours. The lease must include the analyzer, data management software with ongoing upgrades and license renewals, installation, staff training, comprehensive warranty and maintenance coverage for the full term, all necessary reagents and quality control materials, and technical support to sustain an estimated annual volume of 800 tests. Delivery of the analyzer is required within 30 days of award, with quarterly supply deliveries and expedited or overnight shipments as needed. Performance will occur at the Phoenix Indian Medical Center located at 4212 N. 16th Street, Phoenix, Arizona, with services required to be available 24 hours a day, seven days a week. This procurement is exclusively set aside for Indian Small Business Economic Enterprises under NAICS code 334516, with eligibility governed by the Buy Indian Act and HHSAR 326.601. Interested vendors must be registered in the System for Award Management and must provide their Unique Entity Identifier, tax ID, point of contact, and a formal self-certification using the IHS Indian Economic Enterprise Representation form, which requires disclosure of the federally recognized tribe or Alaska Native Corporation upon which their status is based. Respondents must also demonstrate continuous eligibility throughout the offer, award, and performance phases and provide documentation proving they are an authorized distributor of the manufacturer to prevent gray market goods. Responses must include a capability statement detailing their ability to meet all technical, logistical, and compliance requirements.
