This RFI is issued solely for information and market research planning purposes; it does not constitute a Request for Proposal (RFP), Request for Quote (RFQ), or a promise to issue a solicitation in the future. This request does not commit the Government to contract for any supply or service whatsoever. Furthermore, the Government is not at this time seeking proposals and will not accept unsolicited proposals. Responders are advised that the U.S. Government will not pay for any information or administrative costs incurred in response to this RFI; all costs associated with responding to this RFI will be solely at the interested party's expense.
The 409th CSB TCC is conducting market research to identify potential sources that possess the expertise, capabilities, and experience to meet a potential future requirement for the Total Maintenance Contract within the Rheinland-Pfalz Area of Responsibility (AOR), Germany. Additionally, the Government is actively seeking industry feedback on the attached draft Performance Work Statement (PWS) and Technical Exhibits. The objective is to ensure the potential requirement is clear, realistic, and aligned with current industry capabilities and best commercial practices before any formal solicitation is drafted.
Interested parties are requested to review the attached draft documentation and submit the following:
A. Capability Statement
Please provide a concise capability statement demonstrating your firm's ability to execute the tasks outlined in the draft PWS. The capability statement must include:
- Company Name, Address, and Point of Contact (POC) details (Name, Phone, Email).
- CAGE Code and Unique Entity ID (UEI).
- Confirmation of active registration in SAM.gov under NAICS code 561210.

- Environmental & Safety Compliance: Your firm's capability to comply with German environmental and safety regulations applicable to maintenance operations, such as the Federal Water Act (Wasserhaushaltsgesetz - WHG), occupational health and safety laws (Arbeitsschutzgesetz), and relevant DIN/EN standards.
- Labor & Workforce Management: Your firm's familiarity with and ability to navigate Host Nation labor laws, including collective wage agreements (Tarifverträge) and working with works councils (Betriebsrat) as applicable to Local National employment.
- Installation Access: Your firm's established procedures (or ability to establish procedures) for obtaining and maintaining Installation Access Control System (IACS) passes for all employees working on U.S. military installations in Germany.
