AI Contract Overview

The Space Force Range Contract (SFRC) addresses concerns regarding potential organizational conflicts of interest related to contractors involved in both the Digital Transformation, Acquisition Modernization and Modification (DTAMM) efforts and the SFRC. While earlier communications suggested that companies awarded DTAMM modifications would likely be excluded from participating in the SFRC as prime or subcontractors, this position has been revised after legal consultation. Now, no offerors will be outright excluded from bidding on the SFRC; however, those that have received or intend to pursue DTAMM modernization work or provide launch services for the Eastern or Western Ranges will be required to submit organizational conflict of interest mitigation plans. These requirements aim to manage potential conflicts between modernization tasks and range services, ensuring transparency and fairness in contract execution. Detailed guidance and specific requirements for these mitigation plans will be provided at the release of the draft request for proposals. The contract is managed by the Department of Defense office at Patrick Space Force Base, Florida, with points of contact available for further information.

Full Description

Space Force Range Contract (SFRC) Organization Conflict of Interest The Government previously stated in our Industry Day Briefing slides dated11 Aug 22 and several Questions & Answers posted thereafter, that we would likely exclude any contractors awarded Modification work under Digital Transformation, Acquisition Modernization and Modification, DTAMM (formerly FEDSIM) from being eligible as a prime and/or subcontractor on SFRC, subject to Government legal approval. After consulting with our Legal Counsel, we hereby clarify our stance on this issue as follows: We will NOT exclude any Offeror from proposing on SFRC; however, we will require OCI mitigation plans from any Offerors that (i) have received Modernization work via DTAMM or plan to pursue that work in the future and (ii) from current or future launch service providers that utilize the Eastern or Western Ranges. Specific requirements and guidance concerning those mitigation plans will be provided at DRAFT RFP release.

Enabling Technology for Future Missions
Solicitation # 9F063-20260085
The Canadian Space Agency (CSA) is soliciting proposals under solicitation number 9F063-20260085 for the development of one to three enabling technologies to support future space missions. The primary objective is to advance strategic technologies to reduce technical uncertainties and support the implementation of future Canadian space activities. A specific focus of this effort is the maturation of a lightweight, athermal reflecting telescope capability to Technology Readiness Level (TRL) 5. This includes the delivery of a reflecting telescope brassboard validated for Low Earth Orbit (LEO) vibration and thermal-vacuum environments, intended for Earth Observation imaging payloads on CubeSats of 4U or larger, with the telescope itself being 2U or less. Key performance targets include a Ground Sampling Distance of less than 7 metres and a swath width greater than 5 km. The project is planned for a duration of 16 months, structured around five key milestones: a Kick-off meeting, Preliminary Design Review, Detailed Design Review/Work Authorization Meeting, Test Readiness Review, and a Final Review meeting. Deliverables include the hardware brassboard, CAD and performance analysis models, software, and a Technology Roadmap for advancing to TRL 6-8. This solicitation is restricted to Canadian suppliers. Awards will be based on the highest combined rating of technical merit (60 percent) and price (40 percent), with a minimum technical score of 70 points required for consideration. The procurement process includes strict requirements for security clearances, intellectual property disclosure, and adherence to environmentally preferable packaging standards.

Commercial Low Earth Orbit (LEO) Destination Contract (CLDC) Technical Library
Solicitation # 80JSC025_CLDC_TECH_LIBRARY
The Commercial Low Earth Orbit (LEO) Destination Contract (CLDC) Technical Library, managed by the NASA Johnson Space Center, serves as a centralized repository of technical standards, plans, and guidelines for potential offerors. This initiative is part of a broader strategy to support the development of private LEO space destinations and supporting systems as NASA prepares for the retirement of the International Space Station. The library provides a series of data drops containing both controlled and uncontrolled technical data, including standards for docking systems, payload interfaces, and crew health operations. It also outlines specific NASA center capabilities and high-value engineering products available to industry partners to reduce technical and schedule risks. It is important to note that this activity is a special notice and does not constitute a Request for Proposals, Invitation for Bid, or Request for Quotation. No proposals are to be submitted in response to this notice, and it does not represent a commitment by the government to enter into a contract. Access to export-controlled content requires the submission of a specific request form and compliance with U.S. export regulations, including the implementation of Technology Transfer Control Plans and Non-Disclosure Agreements for foreign nationals. The library is intended to keep industry updated on current NASA technical standards in anticipation of future FAR-based acquisitions.
