Spatial Intelligence Platform

The Southern California Regional Rail Authority is soliciting proposals for a web-based geo-location intelligence platform designed to replace static data sources with dynamic, anonymized mobile location data enriched with psychographic and behavioral insights to better understand station catchment areas, mobility patterns, and opportunities for ridership growth. The contract, identified as solicitation LI326-27, is a firm fixed price agreement with a base performance period of three years and an option to extend for an additional two years, totaling up to five years. Proposals must be submitted electronically by August 24, 2026, through the PlanetBids portal, with no bid bond required. The evaluation is based on a best value trade-off approach, weighting technical merit at 80% and price at 20%, with technical performance assessed across four key areas: mobility and origin-destination analytics, socio-demographic and lifestyle profiling, geofencing and visualization capabilities, strategic alignment with equity and operational goals, platform usability for non-technical staff, and implementation support including comprehensive training. The contractor must deliver a SaaS platform requiring no internal IT resources, with robust data export options and interactive dashboards. The contractor is responsible for all deliverables, which become the sole property of the Authority upon completion, governed by clauses on technical data rights, ownership of reports, and work-for-hire provisions. Privacy and confidentiality are strictly enforced, with compliance required under the Privacy Act of 1974, ADA, Title VI, and other federal civil rights statutes. The contractor and all subcontractors must maintain cyber security insurance of $2 million per claim covering privacy liability and cyber extortion, alongside commercial general liability, automobile, and professional liability insurance naming the Authority as an additional insured. Subcontractors must be flow-downed clauses on privacy, confidentiality, EEO, and payment responsibility. Key personnel identified during proposal evaluation cannot be reassigned without prior written approval. The Authority retains audit rights and requires record retention for at least three years post-termination. Invoices must be submitted monthly via email to accounts payable, with payment processed within 30 days of approval. Compliance with federal regulations including 2 CFR Part 200 and FAR Part 31 is mandatory, and termination for convenience requires 10 days’ notice with cost reimbursement limited to allowable expenses. All proposals must adhere strictly to submission formats, including technical and price proposals in specified native formats, with completed forms uploaded separately, and failure to comply will result in non-responsiveness.
