AI Contract Overview
The U.S. Department of Defense, through Defense Logistics Agency Energy, is conducting market research under Sources Sought Notice SPE605-26-RFI-1016 to identify qualified small businesses capable of delivering fuel directly to Department of Defense and Federal Civilian locations across North Carolina, specifically targeting the Customer Organized Group 4 region. This effort is strictly for planning purposes and does not constitute a solicitation or commitment to award a contract. Responses must include the company name, SAM.gov Unique Entity ID or CAGE code, contact information, and the name and location of the fuel supplier, with all submissions restricted to 100% small business entities that must clearly indicate their socioeconomic status if applicable. The effort is governed by NAICS code 324110 and will result in a Fixed Price with Economic Price Adjustment contract should a solicitation proceed. The primary fuel requirement involves gasoline, Reg Unl (MUR), with an estimated volume of 30.6 million US gallons, delivered via tank trucks equipped with pumps. Delivery must accommodate a unique logistical challenge: trucks and drivers must board LCM-8 vehicle transport vessels to reach the isolated Piney Island, NC site, where drivers will offload fuel and return the truck to the vessel for pickup. The anticipated contract period runs from the date of award through September 30, 2029. All offers must be submitted in dollars per US gallon, and responders must be registered in SAM.gov. Responses must be sent via email to COG42025@dla.mil no later than 4:00 p.m. Fort Belvoir, Virginia time on August 3, 2026. All submitted materials become the property of the U.S. Government, and no responses will be acknowledged or result in contract awards under this notice.
