The Naval Criminal Investigative Services (NCIS) plans to award a sole source purchase order to Quova/Neustar IP Intelligence for the renewal of their IP Intelligence software and support application, specifically the Forensics Data Edition custom delivery version Datafile. This contract is justified under FAR 6.302-1 as there is only one responsible source capable of providing the required software with unlimited monthly queries, and no other U.S. distributors or vendors offer compatible solutions for the IP geolocation software originally developed by Boeing Autometric. Following the completion of Boeing Autometric's contract, the renewal and support licensing responsibilities will transfer to NCIS, underscoring the exclusivity and critical need for continuity in this software. The purchase order aims to maintain the operational capability of NCIS by securing continued access to this specialized IP intelligence data, which is vital for forensic investigations. Interested parties were directed to submit questions in writing by a specific deadline to the designated purchasing agent at NCIS. The contract will be managed under the authority of the Department of Defense with the contracting office located at NCIS in Quantico, Virginia. This action reflects the agency’s operational need to sustain uninterrupted access to essential IP geolocation data services with a trusted single source provider.
