Special Notice
This notice of intent is not a request for competitive quotes and no solicitation package is available. However, firms that believe they can provide equipment or service that fully meets the Government's requirements may submit substantiating documentation to the identified point of contact within 5 days after publication of this synopsis. Such documentation will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. Responses can be sent via e-mail to christopher.baker@noaa.gov . A determination by the Government not to conduct a competitive procurement, based upon responses to this notice, is solely within the discretion of the Government. Oral communications are not acceptable in response to this notice.
NOAA's Marine Operations Center, Acquisition Branch, intends to negotiate, on a sole source basis, under authority of FAR 6.103 other than full and open competition; with Wing Inflatable, Inc, 3701 Mt Diablo Blvd. Suite #100 Lafayette, California 94549 for the following.
2. SCOPE
2.1.This specification contains the general requirements for work performed by the Small Boats Repair Contractor (Contractor) for two of NOAA Ship Nancy Foster’s small boats. These general requirements apply to all work items contained in this work package, including but not limited to the service that is listed.
2.2.There are two (2) small boats covered under this Scope of Work, with the following particulars:
2.2.1. HRN 1718 a.k.a. NF-2 – 17ft Katanacraft Extreme RIB, manufactured in 2016, 3450 lb displacement, Hull Number 22816501G617, aluminum hull w/ foam hybrid sponson, Yamaha F90XTR Outboard Engine, S/N 61PX1084286.
2.2.2. HRN 1605 a.k.a NF-3 – 17ft Northwind Marine Custom RIB, manufactured in 2011, 2800 lb displacement, Hull Number NWP17140L511, aluminum hull w/ foam hybrid sponson, Yamaha F90XTR Outboard Engine, S/N 61PX1084286.
2.3. Due to the aging condition of the foam filled sponsons on NF-2 and NF-3, the ship is requesting a full replacement of both sponsons. The scope of the work will cover the procurement of both sponsons, any associated materials, and the installation on both boats.
3. Period Of Performance
3.1.Requested start date of procurement of materials of 1 day after award with delivery NLT 11/30/26.
3.2.Requested dates for sponson installation to coincide with ship winter alongside period. Requested installation start date of 11/30/26 with completion NLT 1/31/27.
