The Department of Health and Human Services Program Support Center Acquisition Management Services has issued an award notice for Splunk Enterprise term licensing and support under solicitation OS281543. This contract is being sole sourced to Carahsoft Technology Corp to provide critical log analysis capabilities for the DCD server infrastructure, which exceeds 100 servers. The software is essential for developers and system administrators to maintain customized reporting, dashboards, and alerting systems that inform daily management decisions and ensure operational efficiency. The implementation of Splunk is particularly vital for the ongoing migration to Amazon Web Services, requiring continuous 24/7 server monitoring. Additionally, the tool provides unique FISMA compliant reporting and alerting capabilities that are necessary for the agency to meet regulatory standards. The government determined that Splunk is the only reasonably available source, as transitioning to an alternative product would result in undue development costs and a loss of critical capabilities.

Full Description

HHS and DCD specifically have many server environments and datacenters that they manage. Log analysis is a critical piece of the management of very large server infrastructures. DCDs server infrastructure is in excess of 100 servers and growing. DCD developers and system administrators rely on access to SPLUNK and all of the reports. SPLUNK allows the developers to customize reporting and analysis and to extract the data generated by SPLUNK into custom built applications that allow for more enhanced dash boarding and alerting. Management relies on these reports to make informed decisions on a daily basis. Pursuant to the authority of FAR 13.106-1(b)(1)(i), the Contracting Officer may solicit from one source if the Contracting Officer determines that the circumstances of the contract action deem only one source is reasonably available. The Department of Health and Human Services (DHHS), Program Support Center (PSC), Acquisition Management Services (AMS) intends to sole source to: Carahsoft Technology Corp. 11493 Sunset Hills Road Suite 100 Reston, Virginia 20190 This customization is a critical piece to ensure DCD's server infrastructure is running properly and efficiently. The cloud migration of the new Amazon Web Services (AWS) that DCD previously awarded will require DCD system administrators to continue monitoring servers 24 hours a day 7 days a week. With this level of monitoring, SPLUNK, with all of the custom code and modified dashboards, will be absolutely critical to the success of the AWS environment. SPLUNK offers FISMA compliant reporting and alerting that will be a major part of DCDs efforts in FISMA compliance. These reports and alerting capabilities are unique in the Log analysis tools on the market. Any alternate product would cause undue development cost and loss of critical time to implement and would fall short of our current capabilities.

Enterprise Inventory Management
Solicitation # SaaS
The Department of Health and Human Services, through the Program Support Center Acquisition Management Service, is seeking a small business set-aside for an Enterprise Inventory Management solution involving both hardware and software to be performed in Perry Point, Maryland. This initiative aims to modernize the digital supply chain by implementing comprehensive capabilities for item master governance, warehouse management, and enterprise inventory control, including lot/batch and serial traceability and expiration controls. The solution must integrate with key government systems such as UFMS, PRICES, and Appian/WorkSmarter, while supporting automatic identification, LPN/Tagging, and transportation management labels. The project includes the decommissioning of legacy Tecsys Elite IMS systems and requires adherence to HHS security, federal compliance, and Section 508 accessibility standards. The contract anticipates an implementation period of up to 18 months, with a subsequent operations and maintenance option structure. Performance targets are stringent, requiring at least 99.9 percent monthly system availability, a 2-hour restoration window for Severity 1 incidents, and specific recovery objectives of 4 hours for RTO and 15 minutes for RPO. Acceptance is based on a risk-based test program focusing on inventory accuracy at the LPN/Tag level and comprehensive integration and security testing. Offerors must provide technical and pricing volumes that clearly distinguish between recurring licensing or subscription costs and non-recurring implementation and data-migration labor services.

Future-State Roadmap and National Expansion PlanningThe contract seeks to develop a scalable roadmap for the national deployment of a risk-scoring capability, with a focus on enabling widespread adoption across federal health systems. This includes creating a forward-looking strategic plan that outlines phased implementation, technical requirements, resource needs, and integration pathways to ensure the tool can be effectively operationalized at scale. A critical component is the development of a rough order of magnitude cost estimate to inform budgeting and decision-making, ensuring financial feasibility is clearly established alongside technical readiness. The effort must deliver executive-ready recommendations that translate technical complexities into actionable insights for leadership, enabling informed governance and funding decisions. The work is expected to be completed under a subcontract arrangement within the Department of Health and Human Services, specifically managed by the Program Support Center Acquisition Management Service, with performance centered in Washington, D.C. The contract prioritizes strategic alignment with national health objectives and demands a clear path from pilot-scale validation to nationwide rollout, emphasizing scalability, interoperability, and sustainability of the risk-scoring system across diverse operational environments.
