The contract is for mechanical operations and maintenance services across the Statue of Liberty and Ellis Island National Monuments, managed by the National Park Service under the Department of the Interior. It is an indefinite-delivery/indefinite-quantity (IDIQ) contract with a five-year ordering period beginning September 4, 2026, and ending September 3, 2031, structured with a base year and four one-year options. The primary scope includes 24/7 operation and maintenance of critical building systems such as HVAC, building automation systems, fire protection, water and gas distribution, fuel oil tanks, and sanitary lift stations. Performance is governed by a detailed Performance Work Statement that mandates specific deliverables, including transition and facilities management plans, seasonal maintenance schedules, and regular technical reports, all subject to approval by the Contracting Officer’s Representative. The work must comply with national standards from ASME, UL, NEMA, and the National Board of Fire Underwriters, and contractor personnel must hold relevant certifications, including NJDEP boiler operator credentials and third-party boiler flue gas analysis verification. The contract is awarded under a Lowest Price Technically Acceptable (LPTA) methodology, making price the sole determining factor among technically compliant offers. Proposals undergo a two-phase evaluation: failure to meet the Building Automation System Certification requirement results in immediate disqualification, and all other technical subfactors—prime contractor experience, staffing management, work control systems, and quality control and safety—must be rated acceptable. Administrative and non-price factors are also evaluated on an acceptable/unacceptable basis, with no tradeoffs permitted between cost and capability. Only firms certified as small businesses are eligible due to a total small business set-aside under FAR 19.5, and subcontracting plans are required. Contractors must comply with stringent security protocols, including obtaining DOI Access Cards, completing IT security training, and adhering to personal identity verification requirements. All invoicing must be submitted electronically through the Treasury’s Invoice Processing Platform, and materials delivered to site must be clearly labeled but are not subject to specific packaging or barcoding standards. The contract includes fixed-price line items for monthly operations and task orders with a cumulative $5 million ceiling if all options are exercised, though labor rates and recurring service pricing remain unspecified in the solicitation.
