This is a combined synopsis/solicitation for commercial services, issued in accordance with Revolutionary FAR Overhaul (RFO) Part 12.201-1 – Simplified Procedures. This announcement serves as the only solicitation. Please follow all submission instructions carefully.


This is a total small business set-aside under NAICS Code 541820 – Public Relations Agencies – Small Business Size Standard is $19,000,000. This solicitation incorporates provisions and clauses by reference. The full text of provisions and clauses may be accessed electronically at www.acquisition.gov.


Solicitation number 91995926Q0010 is issued as a request for quotations (RFQ) for Strategic Communications Services for the National Assessment Governing Board. The Governing Board seeks communications experts with a demonstrated knowledge of education policy and first-hand expertise working with media in the education sector. The work shall entail creating a broad communications strategy and supporting its implementation. This implementation includes developing content, drafting messages, articles, and posts for both traditional and social media, identifying and prioritizing audiences for outreach and partnership building, and ascertaining the best tactics and channels to communicate Natioanal Assessment of Educational Progress results and the Governing Board’s work, such as Board policies and actions.
