The contract pertains to the Stream Corridor Management Pilot Program funded by the New York State Department of Agriculture & Markets, with the goal of supporting Soil & Water Conservation Districts in implementing projects that enhance water quality and ecosystem health within New York State, particularly emphasizing the Great Lakes Watershed and ocean drainage areas. The program allocates approximately $2 million over a three-year period for projects including stream channel restoration, riparian buffer creation, stormwater culvert and roadside runoff control, and public outreach and education initiatives. Eligible projects must be located within New York State, meet specific criteria such as completing within three years, aligning with NRCS standards, and demonstrating measurable environmental outcomes, especially sediment and nutrient reductions. Ineligible activities include preliminary studies and land acquisition. Applicants are required to submit proposals exclusively through the Statewide Financial System Vendor Portal by December 8, 2025, with no late submissions accepted. The evaluation process employs a trade-off model, assigning up to 90 points based on technical merit—such as project impact, cost-effectiveness, scope, and community benefits—and up to 10 points for preferences like geographic location and leveraged matching funds. The highest-scoring proposals are prioritized for funding until the available budget is exhausted. The program emphasizes ecosystem-based management, with proposals needing clear deliverables, feasible timelines, and compliance with state and federal standards. Contract terms, including funding limits, performance expectations, and reporting requirements, are formalized through grant agreements that incorporate standard terms, work plans, budgets, and compliance clauses. The process includes a series of Q&A updates to clarify eligibility, allowable costs, and project scope, with specific attention to environmental standards, permit acquisition, and outreach goals. Overall, the program aims to foster sustainable stream corridor improvements and educational outreach to promote water quality and habitat health across New York State.
