AI Contract Overview
The U.S. Navy, through NAVSEA HQ, intends to establish two sole-source Basic Ordering Agreements (BOAs) with General Dynamics Electric Boat and Huntington Ingalls Incorporated-Newport News Shipbuilding to procure coded stock parts and materials specifically for Virginia, Seawolf, and Ohio-class nuclear-powered submarines. These BOAs, identified as N00024-26-G-4306 and N00024-26-G-4307, will enable the Direct Reporting Portfolio Manager for Submarines to issue orders from October 1, 2026, through September 30, 2031, ensuring uninterrupted support for critical submarine maintenance, overhaul, and construction activities. The sole-source justification is grounded in statutory authority permitting procurement from a single or limited number of responsible sources due to the specialized nature of the work and the unique, shipbuilder-specific components required. The agreements are categorized under NAICS code 336611 and fall under no set-aside provisions, meaning they are unrestricted to small business or other socioeconomic categories. This notice serves solely as a presolicitation indicator and is not an invitation for competitive bids; no other vendors or suppliers are eligible to submit proposals. Interested parties seeking subcontracting opportunities must engage directly with the two prime contractors. The primary point of contact for inquiries is Leigh Marvin, with secondary support provided by Steven Vetarbo, both reachable through official Navy channels, and all activities are managed from the Navy Yard in Washington, DC.
