This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written (formal) solicitation will not be issued. This solicitation is issued as a Request for Quotation (RFQ), solicitation number FA7000-10-T-0059, in accordance with FAR Parts 12 & 13. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular FAC 2005-43, 2 August 2010. The North American Industry Classification System Code [NAICS] is 423430 and the size standard is 100 employees. This is an Unrestricted Acquisition. All responsible sources may submit a quote, which if received timely, will be considered by the 10th Contracting Squadron, USAF Academy (USAFA). Please read and comply with all requirements for submitting a quote. Failure to comply with all instructions contained within this combined synopsis/solicitation could result in the quote being ineligible for award. It is the offeror's responsibility to ensure their quote meets all the requirements identified herein. The USAF Academy has a Brand Name Or Equal requirement to purchase Silicon Graphics International (SGI) Supercomputer Refresh or equal product with the salient characteristics provided below. The 10th Communication Squadron determined these characteristics to be the suitable features which will provide the functionality they require. REQUIRED SALIENT CHARACTERISTICS: 1. If the quote contains obsolete parts, the quote will be deemed not technically acceptable and will not be considered in the evaluations. - Items and associated part numbers identified are the Government's minimum requirements. Offers that include parts other than those specified in this combined synopsis/solicitation must include a cross reference to parts they are proposing in relation to the parts specified in the combined synopsis/solicitation. This is required in order for the Government to make a determination whether proposed parts are comparable to those items listed. USAFA Rapid Acquisition Commercial Solutions Opening (CSO)
Solicitation # FA7000-25-S-C001
The USAFA Rapid Acquisition Commercial Solutions Opening (CSO) FA7000-25-S-C001 is an umbrella solicitation designed to acquire innovative commercial technologies and services to support the United States Air Force Academy's mission in leadership, academics, fitness, and professionalism. Operating as a CSO with Calls, this vehicle does not request proposals upon initial issuance but instead establishes a framework for future requirements. The government issues specific Calls for proposals as amendments to the CSO, with awards typically taking the form of FAR Part 12 commercial contracts or Other Transactions (OT). Proposals are evaluated based on technical merit, importance to agency programs, and funds availability, with the government seeking the best overall value. To date, the CSO has issued six distinct Calls focusing on diverse operational needs. These include strategic admissions outreach (Call 001), military exoskeleton technology to enhance warfighter lethality (Call 002), autonomous virtual perimeter monitoring for situational awareness (Call 003), and warfighter training support services for a 47-month cadet continuum (Call 004). More recent efforts include the implementation of AI-powered automated high school and college transcript processing (Call 005) and a comprehensive brand analysis to develop a Strategic Brand Roadmap (Call 006). Due to the handling of Controlled Unclassified Information (CUI), certain requirements, particularly for AI and IT solutions, restrict participation to U.S. Persons, including U.S. citizens and lawful permanent residents.
