Supply and Delivery of Annual Flowers, Hanging Baskets, Fibre Pots, Fall Plants and Perennial Flowers

The City of Vaughan is soliciting bids for the supply and delivery of annual flowers, hanging baskets, fibre pots, fall plants, and perennial flowers. The scope of work is divided into four parts, with Parts A, B, and C awarded as a single agreement to the lowest bidder and Part D awarded separately to the lowest bidder. The contract includes a firm term from the date of execution until October 31, 2028, with the possibility of three optional one-year extensions at the City's discretion. All bids must be submitted exclusively through the City's online bidding system by September 29, 2026, at 3:00 p.m. EST. The selected contractor is responsible for growing and maintaining plant material from November to May and must deliver all orders to the Joint Operations Centre in Vaughan during the last week of May, with a final completion deadline of the first Friday of June. All deliverables must adhere to the 9th Edition of the Canadian Nursery Landscape Association standards, utilizing specific growing media such as Pro-Mix CC40 or BX. The City maintains strict quality control, reserving the right to reject undersized or unhealthy plants, which must be replaced by the contractor within 24 hours. Contractors must maintain comprehensive insurance, including Commercial General Liability of at least 2 million dollars per occurrence and 5 million dollars general aggregate, as well as 2 million dollars in automobile liability. Payment is set at net 30 days upon receipt of weekly itemized invoices. Bidders must confirm they are not in unresolved litigation with the City and provide proof of safety certifications such as COR or ISO45001 if awarded the contract.
