Supply and Delivery of Trees

The Town of Whitby is seeking a vendor for solicitation T-518-2026 to establish an annual unit price contract for the supply and delivery of approximately 500 to 600 trees. The required inventory includes 30mm and 50mm caliper trees in wire baskets, as well as 40mm bare root trees. All plant materials must be sourced from a wholesale nursery within 200 km of the Town and located within Canadian Plant Hardiness Zones 4a, 4b, 5a, and 5b. Compliance with the Canadian Nursery Landscape Association (CNLA) Canadian Nursery Stock Standard is mandatory for size, grading, and quality. Specific packaging requirements include the use of non-synthetic biodegradable burlap and twine for root balls and the application of a polymer-based hydrogel mixture immediately after harvest. The contract is effective until December 31, 2026, with the option for the Town to extend the term for up to three additional one-year periods. Deliveries are primarily made to the Town of Whitby Operations Center between 7:30 am and 3:00 pm on weekdays, with strict delivery windows of seven days for wire basket trees and two days for bare root trees following a request. Award will be granted to the lowest priced compliant bid following a compliance check and potential pre-contract verification of capacity and references. The successful vendor must provide a WSIB clearance certificate and maintain automobile liability insurance of at least 2 million dollars.
