Supply and Install Trail Sports and Amenity Lighting at Clarence Bird Park

The City of Belleville is seeking a contractor for the supply and installation of recreational trail, sport, and amenity lighting at Clarence Bird Park, located at 34 Hampton Ridge Drive, Belleville, Ontario. The scope of work includes the installation of eleven recreational trail light poles along with all necessary brackets, fixtures, cabinets, breaker boxes, meter and fuse panels, heaters, emergency lighting, ducts, wires, and grounding plates. Bidders must have attended a mandatory site meeting on September 10, 2026, to be eligible for award. The project is subject to a twenty-four month warranty period, and contractors are required to complete all deficiencies within forty days of receiving the certificate of substantial performance. The selection process is based on a final ranking of tenderers evaluated by price, professional expertise, understanding of the scope, and past performance with other municipalities or regulatory agencies such as the Electrical Safety Authority and the Ministry of the Environment of Ontario. Submissions must be made electronically by September 29, 2026, and must include a 10 percent bid bond and an agreement to bond. Upon award, the successful contractor must provide a 100 percent performance bond and a 50 percent labour and materials payment bond, as well as a valid WSIB clearance certificate and proof of liability insurance. Liquidated damages for delays range from 500 to 3,000 dollars per day depending on the total contract value. Addendum No. 1 has modified the requirements for concrete equipment pads and conduit installation while clarifying Hydro One fee obligations.
