Hazardous Waste Program Services- Depot Operations and Mobile Events

The City of Belleville is seeking a qualified supplier for the comprehensive operation of its hazardous waste program, encompassing both the year-round operation of the Household Hazardous Waste Depot and the management of mobile events across several municipalities, including Quinte West, Tyendinaga Township, Prince Edward County, and Center Hastings. The successful contractor will be responsible for the receiving, documenting, sorting, packaging, transporting, and disposal of Municipal Hazardous and Special Waste. The contract is set for an initial five-year term from August 1, 2027, to July 31, 2032, with an option for one additional five-year extension. Awarding will be based on the highest score from a fully responsive and compliant proposal, rather than the lowest bid. Operational requirements are stringent, requiring strict adherence to the Transportation of Dangerous Goods Act, the Environmental Protection Act, Ontario Regulation 347, and the City's Environmental Compliance Approval. The supplier must manage materials using specific packaging such as 205-litre steel drums and Gaylord boxes, ensuring all items are labeled according to WHMIS and UN standards. Key deliverables include monthly reporting on customer counts, tonnage, and spill kit inspections, as well as the provision of standard operating procedures and emergency plans. Payment is processed via direct deposit with 30-day terms, and the contractor must maintain commercial general liability insurance and provide WSIB clearance certificates every 90 days. Proposals must be submitted electronically by October 5, 2026.
