Offerors must have been in operation for at least five years and provide comprehensive insurance coverage, including a general aggregate limit of 4 million dollars. The contract mandates strict adherence to nondiscrimination laws, the implementation of a written heat safety plan for outdoor work, and participation in the Disadvantaged Business Enterprise - Neutral (DBE-N) program for small business engagement.
